What free program is good to make animated avatars?

I dont want viruses or anything to mess up my computer, my parents r strict. But i want to make good animated avatars. what program do i use thats free

Gimp is good for making the actual avatar and then you can animate the separate frames using microsoft gif animator. google the programs, both free and virus-free :)
